Abstract: |
The second instance decision was sent to the complainant's address after the expiry of an absolute statute of limitations and therefore the complainant's right determined in Article 22 of the Constitution was violated. Thus, the Constitutional Court annulled the challenged decisions and discontinued the minor offence proceedings. |
