Abstract: |
In view of the fact that the established gap in the law could be filled by the analogous application of Articles 14, 14a, and 14b of the Local Self-Government Act, which regulate the procedure for establishing a new municipality and the procedure for changing the area of a municipality, the case at issue does not concern an unconstitutional gap in the law. Therefore, the Local Self-Government Act is not inconsistent with Article 2 and with the first paragraph of Article 141 of the Constitution. |
