Abstract: |
It is contrary to the principle of trust in law, one of the principles of a state governed by the rule of law (Article 2 of the Constitution), if a new regulation of enforcement on the basis of a bill of exchange that virtually deprives the bill of exchange payer of the possibility to file any kind of motion for opposition in enforcement proceedings also applies to bills of exchange signed by the payer before the new regulation entered into force.
