Operative provisions:
 The proceedings for the examination of the petition of Cankarjev dom to commence proceedings for the review of constitutionality and legality of the Charter of the Association of Slovenia for Private Protection are dismissed. The petition of the Company OBAD to commence proceedings for the review of the constitutionality and legality of the same Charter are dismissed.
Abstract:
 At the time when the provision of (the original) Art. 34.1 of the Act on Private Protection and the Mandatory Organization of a Protection Service was abrogated only because of a manner in which the legislature conferred the carrying out of public authority to the Association of RS for Private Protection, and the taking effect of this abrogation postponed, it was not possible to challenge for the same reason also the Charter of the Association. Moreover, after the coming into force of the Act on the Amendment to the cited statute the petition for the review of the constitutionality of the Charter remains evidently unfounded for the same general reasons.
