Art. 27 of the Act on the Amendment to the Financing of Municipalities Act is annulled. The annulment will take effect on 1 January 2000. The proceedings begun at the request of the Mayors of the Municipalities of Novo mesto, Celje and Kranj are dismissed. |
Abstract: |
It is not in conformity with the Constitution that Art. 27 of the Act on the Amendment to the Financing of Municipalities Act transfers part of tasks to certain municipalities without their consent (Art. 140.2 of the Constitution). Thus, the Constitutional Court annulled this article. |
