Abstract:
 The Constitutional Court does not review the conformity of a regulation with the University Charter. The University may within its autonomy decide by itself whether to regulate the promotion of teachers and researchers according to the Act on Salary Proportions in Public Institutions, State Bodies and Local Government Bodies, or to the Higher Education Act.
